SIPO Issues Several Opinions on Stringent Protection of Patents

Dec.14 (China IP News) -- SIPO recently held a press conference in Beijing to release its newly pressed Several Opinions on Stringent Protection of Patent.


According to the spokesman of SIPO, the Opinions was issued to deeply implement the deployment of CPC Central Committee and the State Council on stringent protection of patent, and conscientiously fulfill the CPPCC and State Council's opinion on improving property protection system and protecting property according to law. The opinions served for the social and economic development tasks, put focus on facilitating IP power house building, put forward several measures on stringent protection of patent, and followed the ideology of IP protection.


The opinions requires to put focus on policy innovation. Concerted efforts should be made to carry on innovations from respects of ideas, ideology and policy within the existing framework, expand the scope of supervision on patent protection, crack down on IP infringement, enhance patent enforcement efficiency, promote investigation and explanation, improve coordination among grants, verification and patent defense, widen the channels for public services on patent protection, deepen social governance on such area and strengthen international cooperation. In parallel, the opinions requires to pay more attention to advance the system, and the systematic, holistic and coordination of patent protection measures, take actions to deepen protection in key areas and links including food and drug, environmental protection, safety production, Internet, exhibition, import and export.


The opinions spells out, fully implement the duty of enforcement and supervision and crack down on patent infringement, strengthen coordination among patent grants, verification and patent defense to improve the efficiency and quality of patent protection, facilitate building of right defense and assistance platform and widen the channels for public services on patent protection. The opinions requires strengthening supervision on patent protection, quickening the establishment of a rapid and coordination protection system, achieving complementary advantages between administrative enforcement and civil protection, beefing up information release system and building of social credit system, expanding enforcement exchange and enhancing social security.
